This info should have been in our League Constitution. It's how Diamond Duos (2013-current) and Diamond Duos II (2015-current) have been operating.
Early January we will have our Minors draft. Any unowned player that is signed by an MLB organization (either from the June 2016 MLB Draft, or International signees from before we begin our draft) are eligible to be selected. The draft will have 12 rounds (non-snaking) but each owner is only able to draft as many players as he has open Minors roster spots. For example, if I have 52 minor leaguers going into the draft, I can select up to and no more than 8 minor leaguers which would bring to me our maximum of 60. Minors draft round order is based on reverse order of final Roto standings of the previous year.
If the league would like to amend our Constitution and expand our Minors rosters to 65, 70, etc. for 2017 and beyond, that is certainly open for discussion and would need a league vote to change the current setup.
If I have 8 open spots and have acquired a 3rd round and 5th round pick via trades, then I would likely be done drafting my 8 players by Round 6. Any picks that would have been mine in Rounds 7 through 12 go away and just aren't used.
To explain Parent Franchise Protection, this is a 48-hour period (after Round 2, before Round 3) where each owner is allowed to "protect" any two unowned minor leaguers from either of his two MLB parent franchises. For example, in DD1 I'm Boston Padres. After the 1st two rounds of the draft were completed and most of the Top 30 kids that were drafted in 2015 were taken, we had our PFP round. I protected Mauricio Dubon SS BOS and Luis Alexander Basabe OF BOS as they hadn't been drafted and weren't owned and I considered them two of the best available Boston or San Diego prospects still out there. Once 48 hours is complete and owners have posted their 1 or 2 protections, then the Minors Draft continues with Round 3.
