Yes, one freebie allowed demotion for a $0 player before he reaches 130 AB. There's one freebie demotion also allowed for a $0 player after he reaches 130 AB and that would have to be later this same season.

If he does not exceed 130 AB AND he's never been in any weekly Active lineup, THEN he could still be minor league eligible next year.

Hey Alex, just following up on Scott's message- Brinson was in Pitt's active lineup week 19 so he won't be minors eligible next year, even if he stays below the AB threshold.
